Authorities open 9th HTAi Annual Meeting Bilbao

HTAi summit began this morning in Bilbao with a major focus on an Integrated Care for a Patient Centered System and 1300 participants at Euskalduna Conference Centre and Concert Hall. The opening ceremony took place in the Auditorium with the presence of Rafael Bengoa, Minister of Health and Consumer Affairs of the Basque Country, Mercedes Vinuesa, Public Health Director of the Ministry of Health and Consume in the Government of Spain, José Asua, Director of Knowledge Management and Evaluation of the Basque Government and Chairman of the Local Organizing Committee, Clifford Goodman, Chairman of the HTA and Guy Maddern, Secretary of HTAi.

Rafael Bengoa, welcomed the attendees and thanked the fact of choosing Bilbao for such an important congress, crucial at current when the new health care system of the future is being built.

‘Integration is the key’ emphasized Mr.Bengoa. Innovation, efficiency and population agenda are among others, the necessary tools to help integration. ‘There is no other alternative ‘ added the Minister of Health and Consumer Affairs of the Basque Country, who pointed out that ‘ We believe in a local solution and a local perspective’. He also highlighted importance of the congress, as people at the delivery level know how to do it more than the policy makers.

José Asua, Director of Knowledge Management and Evaluation of the Basque Government and Chairman of the Local Organizing Committee, mentioned that is the 20th anniversary of OSTEBA

Basque Office for HTA and the honor they felt for hosting such a remarkable event which received a record of 900 abstracts.

Clifford Goodman, Chairman of the HTA, raised the issue of the tremendous growth and demand of Health Technology Assessment ‘The summit is an opportunity to share our knowledge’ .

Mercedes Vinuesa Public Health Director of the Ministry of Health and Consume in the Government of Spain, showed her confidence in the HTA’s knowledge and qualified know-how, especially in the current economic situation.

She announced the creation of the Spanish Office Network for HTA and pointed out the chronic disease patients.

Plenary session

The plenary session ‘HTA the way towards Personalized Medicine’ chaired by Clifford Goodman and with the following four top speakers ; Dr. Ansgar Hebborn a Roche Pharma’s Head of Payer + HTA Program Policy, Dr. Antonio Martínez, expert in developing tools for diagnosis and prognosis of complex human diseases, Dr. Hans Westerhoff AstraZeneca Chair for Systems Biology at the University of Manchester and Dr Chris Sotirelis from the UKTS and patients representative.

The speakers pledge to implement communication bridges to join payers, stakeholder, policy makers and health industry.

Dr.Chris Sotirelli, said that the patients should be invited to collaborate earlier in the process. ‘Patients organizations must be taken into account in all the elements of the pathway’ he chanted.

Hans V. Westerhoff said that the approach is quantity and quality, regarding the information political authorities need.

The real value of the prediction and how accurate the predictions and models will be, is another of the main issues in the personalized medicine, speakers agreed.

To protect the patient’s privacy and sharing data information is another important challenge for the HTA.
